As the name of Kasem Ali appears along with Pamur Ali in the voters list of 1985 of village Chatala and the name of Pamur Ali as indicated above also appears in the voters list of 1966 of village Chatala, a claim is made that the burden under Section 9 of the Foreigners Act, 1946 has been discharged by the petitioner.
