14.11.2011 On going through this petition, I tried my best to understand the contents of the petition as also the reliefs which were sought by the petitioner. The petition mentions about some cases with vague averments and details. The sentences are incoherent and mismatching. Despite making all efforts, I could not understand the averments and the reliefs sought. I asked the petitioner to explain as to the averments and the reliefs which he was seeking. His only submission was that this case will not be understood by me and so may be transferred to the Division Bench. He was informed that it would be advisable for him to have the assistance of a counsel from the Delhi High Court Legal Services Committee who would help him to Certify that the digital file and physical file have been compared and the digital data is as per the physical file and no page is missing. draft and represent him to put across his case. He was, however, aggressive and adamant not to have any lawyer from Legal Aid. Though the petitioner appeared to be pained somewhere, but I found myself helpless in view of the completely vague and unintelligible averments. In such circumstances, I have no option but to dismiss the petition with a liberty to be given to him to file a fresh petition which may be intelligible. Accordingly, the petition is dismissed.
