In response to our earlier order 13.12.2024 the District Magistrate has sent instructions to Shri Mahendra Kumar Mishra, learned Additional Chief Standing Counsel for the State to the effect that before taking a decision regarding issuance of No Objection Certificates an information had to be sought from several departments. Though, we do not buy this explanation but considering the fact that now decision has been taken we leave this aspect to be considered in future if the occasion so arises apart from other issues which we have mentioned in our order dated 13.12.2024, especially as, learned counsel for the petitioner seeks permission to file a fresh writ petition challenging the said decision, as, it is against the petitioner.
