¶2Heard Sri M. Shahan, learned counsel for the petitioner, learned Standing Counsel on behalf of respondents No. 1, 3, 4, 9 & 11, Sri Punit Chandra, Sri Anurag Tripathi, Sri Anurag Kr. Singh and Sri Surya Prakash, learned counsel on behalf of respective respondents.

¶3Learned counsel for the petitioner, after arguing at some length, submits that he wants to withdraw the writ petition with liberty to file a fresh P.I.L.
